CANADA PROVINCIAL NOMINEE PROGRAM (PNP) DETAILS

The Canada Provincial Nominee Program was created to attract skilled international talent to Canada provinces facing a talent shortage. Options in the Provincial Nominee Program (PNP)

There are two options when filling an application through the PNP program:

  1. Paper based process
  2. Through Experss Entry

 Paper based process:

The first step is to apply to the province or territory for nomination under the non-Express Entry stream.  If you meet the eligibility requirements and qualify through the individual In-demand Occupation Lists of some provinces, you will get a nomination from the province if your occupation is on the list. You can then apply for a Canada PR Visa.

You will now have to submit a paper application for your PR visa. The processing time is usually longer than through the Express Entry system.

Express Entry System:

There are 2 ways to apply:

You can apply for a nomination by contacting the province or territory and apply for a nomination under the Express Entry stream.

If you get a positive response from the province or territory to nominate you, you can create an Express Entry profile or update your profile if it already exists.

The other option is to create an Express Entry profile and indicate the provinces or territories you are interested in. If the province sends a ‘notification of interest’ you can then contact them and then apply through the Express Entry system.

You must meet the eligibility requirements for a successful outcome of your application.

Steps in PNP application for PR visa:

  1. Apply in the province or region where you desire to settle.
  2. If your profile meets the eligibility criteria, you could be nominated by the province to apply for a PR visa.
  3. Apply for your PR visa after you are nominated by a province.

The criteria for evaluating the PR application varies from province to province.

DOCUMENTS REQUIRED

To apply for the Canadian PNP program, applicants need to present their:

  • Current passport and travel history
  • Educational credentials
  • Professional credentials
  • Recent medical report
  • Police clearance certificate
  • Other supporting documents

Features of the Provincial nominee program:

Canada offers nearly 80 different PNPs which have their individual eligibility requirements. The PNP program allows provinces to meet their individual immigration needs by helping them fill jobs that are in demand and meet labor shortages in their province.

Most PNPs require applicants to have some connection to the province. They should have either worked earlier in that province or studied there. Or they should have a job offer from an employer in the province for a job visa.

A provincial nomination can help you in two ways to get your PR visa. It can add 600 CRS points to your Express Entry application and makes you eligible to apply for your PR visa directly to IRCC.

The Canada Provincial Nominee Programs offer a valuable pathway to Canada PR Visa. The PNPs permit territories and provinces in Canada to nominate persons. These must be inclined to migrate to Canada and settle in a specific province.

Each territory and Province in Canada has its own exclusive PNP. The exception is Quebec and Nunavut. Each PNP has minimum one immigration stream that is linked with the federal immigration selection system of Express Entry.

Nominations from provinces offered under these streams linked with Express Entry also known as enhanced nominations. These incur extra 600 CRS/ Comprehensive Ranking System points to the Express Entry. It effectively ensures an ITA for Canada PR Visa in the subsequent Express Entry draws.

To apply under the PNP program you must meet the minimum requirements for the province’s non-Express Entry streams or must be nominated under that stream.

If you do not receive a nomination, then you must contact the province directly.

There are two ways to apply for Provincial Nominee Programs in Canada. These are:

Application through Express Entry:

Most of the streams in Provincial Nominee Programs are linked with Express Entry system. You can create a profile and if you score the minimum points you will be entered into the pool of candidates.

If any province has requirements, they can select your profile for nomination. This is subject to the suitability of your profile. You can then apply for the PR Visa after you get Invitation to Apply from any province. 

The application directly to a PNP:

If you have a specific Canadian province in your mind, you can easily apply for that province. Below are the steps to directly apply to a Provincial Nominee Program:

  • Select a PNP of a Province
  • Fulfil the requirements and submit the complete application
  • Obtain a nomination from that Province/PNP
  • Receive the Nomination certificate

The job offer is not mandatory for the below Provincial Nominee Program streams linked with Express Entry:

  • MPMP Skilled Worker of Manitoba
  • Express Entry Labor Market Stream of New Brunswick
  • PNP Nova Scotia
  • Human Capital Priorities Stream of Ontario
  • Saskatchewan Express Entry Sub-category International Skilled Worker of Saskatchewan

Every Territory and Province in Canada has its own requirements and programs. For example, Territories and Provinces can target the following in a program stream:

  • Specific occupations 
  • Semi-skilled workers

  • Students
     

Candidates can file an application for Provincial Nomination either after obtaining valid job offers of through Express Entry. Some of the Provinces have their individual In-demand Occupation Lists.

An applicant will be offered an invitation to apply for Nomination by a Province if their occupation is listed in its In-demand Occupation List. They can then file a Canada PR Visa application if they receive the nomination from the Province.

Applicants who possess the Work Experience, Education and Skills can submit an application for the Provincial Nominee Program. Each territory and province has its own criteria for eligibility. Some PNP programs are allied with Express Entry while some are not.
